Landfill Rehabilitation Programme, Nine Wilayas

Algeria carried a network of legacy landfills built without modern environmental safeguards, leaking into groundwater and exposing surrounding populations. The Ministry of Urban Planning and Environment commissioned a coordinated rehabilitation programme across nine wilayas.

Libanconsult delivered site research and rehabilitation designs across the programme between 2007 and 2013, and held an umbrella design and supervision contract for multiple dump rehabilitations in the Wilaya of Algiers, supervising those designs through to completion.

Each site combined VLDPE geomembrane capping - from 20,000 m2 at Tigzirt to 173,000 m2 at Bouzourane - with static or active biogas extraction and incineration at 250 to 500 Nm3/h, rainwater and leachate drainage networks, and landscape and park integration. Sites covered Boulimat (Bejaia), 13th Km (Constantine), Bouzourane (Batna), Mezghitane (Jijel), Safsaf (Tlemcen), Sidi Haider (Setif), Tigzirt (Tizi Ouzou) and Tighenif (Mascara). The Reghaia site research confirmed 2.5 Mt of landfill capacity for the Wilaya of Algiers and adjacent wilayas, with 80 m3/day leachate treatment and biogas incineration.

The programme set a consistent national standard for legacy landfill rehabilitation in Algeria, protecting groundwater and surrounding populations while converting many sites into public green space.
