Bar Elias Solid Waste Facility and Dumpsite Closure

The Bar Elias dumpsite was listed in the 2017 Master Plan as the tenth most critical dumpsite in Lebanon and the second most critical in the Bekaa valley. Two successive programmes set out to replace it: first an engineered facility, then formal closure of the legacy site.

Libanconsult delivered both. For the Economic and Social Fund for Development, the firm carried out feasibility, EIA, detailed design, tender documents and construction supervision of the solid waste facility. For the Council for Development and Reconstruction, it is delivering waste quantification and characterisation, assessment of closure methods, EIA and Ministry of Environment approvals, detailed closure and rehabilitation design and tender documents for the dumpsite.

The facility comprises a 150 TPD sorting and composting plant, a 37,000 m2 dump area, a 5,200 m3 leachate pond and a biofilter odour control system, with leachate extraction and collection. The closure works cover biogas management and capping of the legacy dumpsite.

Bar Elias moves from one of Lebanon's most critical dumpsites to a sorting-led engineered facility, with the old site formally closed rather than abandoned.
