Bishkek Solid Waste Management System

Bishkek manages its waste through an ageing uncontrolled dumpsite and a collection system that cannot meet the demands of a growing capital. The City Administration approached the EBRD to finance priority investments: a new sanitary landfill, remediation of the existing dumpsite, a waste sorting plant and upgrades to collection and transport.

Libanconsult has supported the programme since 2022 as PIU adviser, designer and supervision consultant to the Bishkek City Administration.

Scope covers engineering design and tender documents for the new mechanical-biological treatment plant, environmental and social studies, procurement assistance, construction supervision, and PIU capacity building including financial and technical reporting.

Once the investments are delivered, Bishkek will move from uncontrolled dumping to an engineered, EBRD-compliant service with a modern landfill, sorting capacity and an upgraded collection fleet.
