Freetown Western Area Sanitary Landfill

Freetown is confronting a waste crisis driven by rapid urbanisation and the absence of any engineered disposal infrastructure. Under the World Bank-financed Resilient Urban Sierra Leone Project, the Government of Sierra Leone is developing a new sanitary landfill and sorting unit for the Western Area to replace uncontrolled dumping.

Libanconsult delivered the preliminary design and the full design-build bidding documentation between 2023 and 2025, with on-demand technical assistance through procurement.

The design covers a new landfill with a minimum operational capacity of 25 years, together with technical specifications, sketches, and bills of quantities with cost estimates for the main facility and all auxiliary infrastructure. The bidding documents were prepared to World Bank requirements for a design-build contract.

Freetown has a procurement-ready, engineered disposal solution with a 25-year operating horizon, defined before a contractor was appointed rather than after.
