Naffakhiyeh Sanitary Landfill and Ghazze Cell Closure

Lebanon's Ministry of Environment, UNDP and the Kuwait Fund for Arab Economic Development identified the Naffakhiyeh quarry near Tyre as a candidate site for a new sanitary landfill serving southern Lebanon, and the Ghazze landfill cell in West Bekaa as a priority for controlled closure.

Libanconsult delivered the assignment in 2022 for the Council for Development and Reconstruction, setting the technical basis for downstream investment under the Kuwait Fund programme.

Scope covered site assessments at Ghazze and Naffakhiyeh, analysis of closure and rehabilitation alternatives for Ghazze, analysis of sanitary landfill design alternatives for Naffakhiyeh, assessment of the existing Ain Baal Solid Waste Facility, and preparation of tender documents - detailed design drawings, technical specifications, bills of quantities and cost estimates - for the Ghazze closure.

CDR, UNDP and the Kuwait Fund gained a procurement-ready package advancing two regional priorities at once: new disposal capacity in the south and controlled closure in the Bekaa.
