Khorog Landfill Independent Risk Assessment

The Khorog Solid Waste Project was signed in March 2015 to improve municipal waste management in Khorog and bring financial and operational management closer to EU standards. The new sanitary landfill and dumpsite remediation were completed in January 2022, but a joint EBRD-SECO site visit that August raised concerns requiring an independent review.

The EBRD engaged Libanconsult in 2023-2024 to carry out that independent risk assessment.

The review covered all available project documentation, the landfill design documents and the construction contract with its amendments; on-site inspection of the works and their defects; confirmation that no asbestos-containing materials had been used; and separate assessment of each identified defect and risk, including risks from vehicle access into the landfill area and the condition of both the main and alternative access roads.

The EBRD received an independent, documented view of the landfill's condition, with residual risks and defects identified to inform further remediation and operating requirements.
