Waste Management Plans for the Upper Litani Basin

The World Bank-financed Lake Qaraoun Pollution Prevention Project targets untreated discharge into the Litani River and pollution around Lake Qaraoun. Its solid waste component addresses the Upper Litani Basin through rehabilitation and upgrading of the waste facilities at Zahle, Joub Jannine and Bar Elias.

Libanconsult has supported the Council for Development and Reconstruction since 2024, preparing operational plans for the three service zones and supervising the facilities.

Scope covers inception and data collection, an overall assessment of solid waste services in each zone, a Local Programme for Solid Waste Management per zone, a cost-recovery plan, and awareness and communication planning.

CDR will hold zone-specific operating programmes and cost-recovery tools for the three Upper Litani facilities, closing off a waste-derived pollution pathway into Lake Qaraoun.
