Sanitary Landfill Design and Dumpsite Capping

Lebanon has no integrated national solid waste plan, leaving the sector fragmented between overlapping interventions and significant gaps. Around 20 percent of waste is recovered, 44 percent reaches sanitary landfills, and 36 percent goes to open dumpsites that are frequently burnt.

Under long-term agreements with UNDP and the EU-funded TaDWIR programme, Libanconsult provides environmental studies and detailed designs for new sanitary landfills and for the rehabilitation or safe closure of abandoned dumpsites. The LTAs began in 2022 and were renewed in 2025.

Services span sanitary landfill site assessment and uncontrolled dumpsite evaluation, EIA and IEE studies under Decree 8633/2012, Ministry of Environment approvals, detailed design including leachate and gas management, bills of quantities and tender documents.

The LTAs give UNDP and the Government of Lebanon a standing design and environmental-studies capacity, so engineered landfill and closure projects can be mobilised whenever financing and political windows open.
