Osh Sanitary Landfill and Dumpsite Closure

Osh, Kyrgyzstan's second city with around 400,000 inhabitants, has relied on an open uncontrolled dumpsite, with the environmental and public health consequences that implies. The City Administration approached the EBRD for investment in a new sanitary landfill, remediation of the existing dumpsite and collection upgrades.

Libanconsult delivered the technical due diligence for Osh Tazalyk between 2020 and 2022.

The assignment reviewed and updated the catchment baseline - participating municipalities, urban and rural population, commercial and institutional waste, collection coverage - and projected waste generation and composition. It then assessed the suitability of the proposed landfill location, prepared a preliminary design for the new sanitary landfill, and produced a detailed closure and remediation design for the existing dumpsite.

Osh has a validated investment case, a confirmed site and a design path for closing its legacy dumpsite, ready for EBRD-financed construction of the city's first engineered disposal system.
