Sainiq River Basin Waste Management Programme

The Sainiq River Basin in South Lebanon spans two unions of municipalities - Iqleem El Tuffah and Jabal Al Rihan - covering 20 municipalities that together generate around 50 tonnes a day of solid waste. Uncontrolled disposal had become a major pollution source for the basin, calling for a waste management solution designed around watershed protection.

Libanconsult delivered the feasibility study between 2021 and 2022 for the Union of Iqleem El Tuffah Municipalities.

Scope covered review of the existing baseline and master plan, support to establishing a Project Implementation Unit, project design and analysis of system alternatives, an investment plan, preliminary design of waste facilities and dumpsite closures, and the legal and institutional set-up for cooperation across the two unions.

The two unions hold a bankable, watershed-focused programme combining engineered disposal, collection reform and the governance structures needed to sustain both.
