Lebanon Irrigation Canals and Infrastructure Programme

Lebanon hosts the highest number of Syrian refugees per capita in the world, straining its physical and social infrastructure. The crisis has compounded pressure on already scarce water resources, and irrigation - the largest consumer at roughly 60 percent of total demand - suffers from low efficiency, ageing infrastructure and unsustainable private abstraction.

Libanconsult holds the UNDP long-term agreement LBN/LTA/2025/100 for design and support during supervision of irrigation canals and infrastructure in Lebanon, KfW-financed, running from 2025 and scaling up the earlier 2022-2025 mandate.

Scope covers topographic and hydraulic surveys, preliminary and detailed design of irrigation canals, associated reservoirs and delivery infrastructure, rehabilitation of existing systems, tender documentation, and support during construction supervision across all four Lebanese governorates - together with environmental and social due diligence aligned to UNDP and KfW safeguards, and technical assistance to partner municipalities and water establishments.

The LTA expands agricultural water security for host communities carrying the weight of the refugee crisis, across all four governorates under one framework.
