Ziguinchor Waste Recovery Centres and Mamatoro Landfill

The Ziguinchor Region of Senegal is modernising its waste management on two fronts: engineered rehabilitation of the Mamatoro legacy site, and procurement of a public-private partnership to build and operate two new Integrated Waste Recovery Centres. The programme is financed under PROMOGED with World Bank oversight.

Libanconsult has delivered both streams since 2025.

On rehabilitation, scope covers a technical audit of the existing Regrouping and Commercialisation Centre (RCC), preliminary and detailed design for Mamatoro to international standards, tender documents and contractor selection for progressive closure, and complementary works at the RCC. On the PPP, scope covers benchmarking of PPP experience in African waste sectors, PPP structuring including preliminary design of the two Integrated Waste Recovery Centres at Niaguiss and Kafountine - each comprising a sorting centre, waste recovery units and sanitary landfill - plus a transfer station, bidding documents and transaction advisory.

PROMOGED holds an integrated strategy that closes the legacy Mamatoro site and puts modern sorting, recovery and landfilling into procurement in the same programme.
