Bisri Catchment Wastewater Project

The Bisri Dam Upper Catchment spans the Chouf and South Lebanon and holds one of the country's most sensitive surface water sources. Protecting water quality requires a coordinated wastewater programme across the whole upstream catchment, with treatment delivered on a Design-Build-Operate basis.

Libanconsult has delivered the Environmental and Social Impact Assessment, master plan, design, tender documents and tender assistance for the Council for Development and Reconstruction since 2018 (initial assignment 2018-2020), continuing into implementation support and expropriation documentation.

The programme covers up to 100 km of networks and house connections, the collection component, seven Sewage Treatment Plants sized between 1,000 and 60,000 Population Equivalent at a 2040 horizon, and the associated pumping and lifting stations and trunk collectors - the plants procured on a DBO basis to transfer lifecycle risk to the operator.

Once procured, this will be one of Lebanon's most ambitious integrated wastewater packages delivered under a single DBO framework, with seven plants sequenced across one catchment.
