Operator Selection for Oman's National Water Networks

Nama Water Services Company SAOC is Oman's national water and wastewater operator, preparing for an Initial Public Offering and modernising its contract and governance model. NWS established a Project Management Office to tender and award Operation & Maintenance contracts for three clusters of assets under a Performance-Based Model targeting Non-Revenue Water.

Libanconsult participates as sub-consultant in the PMO joint venture led by PAXON alongside MAST Group and SASLO, mobilising a civil and hydraulic engineer, a water management (NRW) specialist and a project manager and team leader.

The joint venture's scope runs from PMO setup and data collection through current-state review and gap identification, financial and procurement analysis, refinement of technical annexes and contractual provisions for the three cluster contracts, drafting of performance-based KPIs tailored to NRW reduction, risk allocation, bid management, contract finalisation, governance strategy and capacity building for NWS's internal project and contract monitoring.

Once the contracts are awarded, NWS will operate on performance-based O&M with NRW reduction written into the contracts themselves.
