Flood and Drought Resilience Programme

The World Bank-financed Regional Climate Resilience Programme works to strengthen South Sudan against flood and drought, combining flood-risk management, water resources management and climate adaptation through capacity building and infrastructure investment in a country where climate variability directly threatens livelihoods and food security.

Libanconsult is delivering technical consulting services from 2025 for the Ministry of Water Resources and Irrigation, supporting the ministry in preparing and implementing priority sub-projects.

Scope covers feasibility studies for flood protection and water resources infrastructure, preliminary and detailed design of priority works, bidding documents, construction supervision and contract administration, environmental and social safeguards under World Bank operational policies, and capacity building to strengthen MWRI's own engineering and project-management functions.

The programme builds both the infrastructure and the ministry capability to keep delivering it - flood protection that outlasts the consultant's mandate.
